The Recovery Act invested millions in new projects that are improving our infrastructue, repairing homes, and much more. But it also provided millions in direct benefits for families, students, businesses, investors, and more including more than $288 million in various forms of tax relief. Guidance on how to access each of those benefits is below.
Recovery Act Provisions:
- $1 billion to maintain and expand Head Start programs nationwide
- $1.1 billion to maintain and expand Early Head Start programs nationwide

The Head Start program has prepared millions of 3, 4, and 5 year olds to succeed in school since the program’s inception in 1965. The Early Head Start program has done the same for children 0-3 for over a decade. Both programs also provide an array of health and social services to children.
To find out more and enroll your child:
1) Determine your eligibility
The Head Start and Early Head Start programs were designed to assist children and parents from low income families. Income eligibility is based on federal poverty guidelines, though each center determines its enrollment policies. Children from families that participate in public assistance programs and children with foster families automatically qualify. You can use this map to search by county for programs near you and then inquire about the policies of each center.
2) Gather necessary materials
While each center will have their own procedures, there are a number of documents that parents will need to show at every center. These include the child’s immunization records, certain health information, and some form of identification, as well as income documentation (pay stubs, tax forms, etc.) from the parents. These materials will be needed when you apply to the center.
3) Choose a program and center that is right for you and your child
Head Start and Early Head Start programs are run by independent grantees around the country. Each center offers multiple programs, including prenatal services, home-based programs, and parental-involvement classes.
